PROBLEM TO BE SOLVED: To prevent the development of an electrostatic fault before the formation of short rings. SOLUTION: Gate lines 46 are formed on a glass substrate 2. The gate lines 46 are disconnected and projecting parts 52, 54 for discharge are formed across gaps 50 for discharge at the disconnected ends. The projecting parts 52, 54 for discharge exist nearly at the centers of the cut ends of the gate lines 46. Gate insulating films are formed on the gate lines 46 and in the gaps 50 for discharge. Two through-holes 58 are opened in the gate insulating films near the projecting parts 52, 54 for discharge of the respective gate lines 46. Metallic wiring layers 48 are formed on the gate insulating films so as to embed the through-holes 58.
