The device is employed to bring the same heating effect as the burning of a moxa of mugwort at or the applying of a poultice to a local area. The device includes, in addition to a transformer(110) and a rectification circuit; a current control means (118) outputting the current adjusted to a plurality of voltage levels upon receiving the voltage input through the rectification circuit; and an infrared heating device responding to the adjusted current from the control means(118) ; a heating time control(122) for generating a heating signal in response to a set time for connecting to the input terminal of the control(126).
