The device comprises a reservoir (1) closed on all sides, out of which flows water under prevailing pressure through an opening on a separating wall into a batching area until the fluid closes the opening. Through this, the fluid is adjusted by a constant pressure float operated switch (8) in the batching area independent of float operation (7) in the reservoir. The fluid reaches the lower lying evaporation area by overriding the separation wall as a result of the capillary action of wicks (11). The size of the fluid flow is measured independent of temperature, humidity, and air circulation from the dimensions and porosity of the wicks as well as the height difference between the float operation in the batching area and the float operation in the evaporation area. The fluid arriving in the evaporation area straight from the evaporation elements (12) (which through the distance and fixing elements has no immediate contact with the wicks) aspirates and is liberated over its surface by evaporation on the surroundings.
