PURPOSE: To generate a further exact moving vector by providing a means for generating plural moving vectors, means for detecting whether those moving vectors are larger or smaller than a prescribed value, and means for limiting an output picture. CONSTITUTION: A movement processor generates plural moving vectors indicating picture movement between a pair of input pictures of an input video signal for using it for the interpolation of the output picture of an output video signal. Then, whether each moving vector is larger or smaller than a prescribed size is detected by an amplitude detector 400. Also, at the time of interpolating an output picture, the use of the moving vector detected as that larger than the prescribed size is limited by a moving vector use limiter 450. A wide area vector detector 330 sets a corresponding false signal flag. The contribution of an input local moving vector whose reliability flag indicates that the vector fails in a reliability test to a wide band vector can be prevented by preventing the increment of a frequency array 420 to a long vector. |
