PROBLEM TO BE SOLVED: To provide a method for treating the surface of a non-conductive film by electrical discharge having high homogeneity in an electrical discharging distribution, hardly damaging the body to be treated owing to spark electrical discharge, etc., capable of using an arbitrary kind of gas and enabling the continuous treatment. SOLUTION: A non-conductive film 11 is placed between a discharge electrode 21 and an inductive electrode 31, which are facing to each other, and the surface to be treated of the non-conductive film 11 is made to contact with the discharging electrode 21, and at the same time, the opposite side of the non-conductive film 11 is made to contact with the inductive electrode 31. In this state, an alternating voltage is applied between the discharging electrode 21 and the inductive electrode 31 to generate creeping discharge on the surface of the con-conductive film 11 which contacts with the discharging electrode 21. |
