The apparatus and method is for separating luminance and color signals from an image signal which has been quadrature-modulated. The separating apparatus includes: a color signal detecting means(13) for detecting a color signal by filtering an input image signal on a horizontal and a vertical regions; a control means(14) for determining variability of the input image signal in horizontal, vertical, and diagonal directions and generating a control signal such that a color signal matched with the variability is selected; and a subtracting means for subtracting a color signal of an output selecting means(16) from the image signal which is delayed by a delay matching means(17) according to the control of the control means(14).
