PROBLEM TO BE SOLVED: To provide a master and a plate cylinder for a stencil printing device with the capability of effectively preventing an image from being transferred to the rear face of a paper as well as an ink retaining member. SOLUTION: A thermoplastic resin film 8b and a porous support 8c with a surface roughness of 5-45μmRz and a void area S of 400μm<2> or less on the side coming into contact with the thermoplastic resin film 8b are laminated together.
