PROBLEM TO BE SOLVED: To realize uninterrupting switch without the need of a switch timing cell, to eliminate the generation circuit/detection circuit/monitoring circuit of the switch timing cell and to eliminate the matching of the present system or the standby system with the operation system of a switch. SOLUTION: When a trigger signal is inputted, down count parts 253 and 33 reduce the number of retained cells, which are set from buffer control parts 22 and 32, by one at every cell time, and output active signals to the comparison parts 24 and 34 of a self system and the other system when the subtraction value is larger than zero. The comparison parts 24 and 84 compare the active signals of the self system and the other system, and set compared results to be active until the active signal of the other system becomes non-active when the active signal of the self system non-active earlier than the active signal of the other system. The buffer control parts 23 and 33 stop the reading of the cells from the buffer parts 21 and 31 while the compared result is active.
