PROBLEM TO BE SOLVED: To avoid anticoincidence or the like of IO data in the transfer to redundant configuration with respect to the provisioning data management system. SOLUTION: Suppose that the unit used at rising of the 10 data management system of a digital data transmitter-receiver or in redundant configuration is not mounted in a mount slot and also suppose that a mount mode of the unit of the redundant configuration is decided. In this state, the 10 data used for redundant configuration are expanded in advance in an 10 data storage area for the decided unit with respect to each unit used by redundant configuration. Then the IO data in the IO data storage area are stored in the IO data storage area of the mounted unit whose mount mode is decided.
