摘要 PROBLEM TO BE SOLVED: To improve visual image quality with respect to a same compression data capability by sharing much data amount to elements being a cause to image quality improvement. SOLUTION: A wavelet conversion processing section 12 applies wavelet conversion to image data to obtain image data for each of plural frequency bands. Preceding image data are divided into blocks composed of plural picture elements, a motion compensation processing section 18 extracts a vector minimizing a difference from existing image data, and a motion amount calculation section 19 calculates the motion of a pattern with a total sum of a scalar quantity of vectors. A compression image data control section 20 controls coding of a frequency band after weblet conversion in response to the movement quantity and the compressed data quantity and controls the resolution of the image and weighting of inter-second frame number for each pattern or each block in the pattern. As a result, the compressed data quantity is suppressed with respect to the pattern or block with a rapid motion so as to increase the number of inter-second frames and the compressed data quantity is increased with respect to a still screen or block so as to improve the resolution thereby improving the image quality.
