PROBLEM TO BE SOLVED: To inexpensively obtain the subject raw material comprising a starch having an adjusted pregelatinization degree as a main component, making the water content low, not requiring a large-scale extruder for production by a simple production process at a low heating cost, useful as a cushioning material for packing in a case. SOLUTION: The amount of water added is reduced to a small amount of 15-20% based on a raw material consisting essentially of raw starch. The heating temperature is lowered to <=95 degree and the raw material consisting essentially of a raw starch is hydrated and heat-treated to give the objective raw material which consists essentially of a starch having an adjusted pregelatinization degree (preferably 40-80%) and has a low water content (preferably 10-15wt.%). For example, 50-100wt.% of a raw starch such as sake-cake, etc., optionally 0-20wt.% of a polyvinyl alcohol, 0-2wt.% of a foam regulator such as calcium carbonate, etc., are used as the raw material. |
