PURPOSE: To improve the use efficiency of a channel and to efficiently operate a communication system by preventing use channels from concentrating on a high transmission power base station in a communication system of umbrella cell structure by selecting a base station in ascending order from the base stations to which respective mobile stations can perform communication. CONSTITUTION: The channels used preferentially for the high transmission power base station BS and a low transmission power base station BS are classified respectively, and the mobile station PS in which a call is originated retrieves the low transmission power BS included in its own service area by transmission power information notified by a control channel, and requests the allocation of the channel to a corresponding BS. When no channel is allocated, the high transmission power BS requests channel allocation to the BS. In such a way, the use efficiency of the channel is increased by reducing the mean call loss of the whole communication system by covering the call overflowing from a cell formed by the low transmission power BS with the cell of the high transmission power BS. |
