PURPOSE: To obtain a coated or film laminate steel plate having good processing adherence and processing corrosion resistance by a method in which in forming an electrolytic chromate- treated membrane consisting of the lower layer of a metallic chromium layer and an upper layer of a hydrated chromium oxide layer containing an organic resin having a hydroxyl group on one side of a ground steel plate, the amount of applied chromium of each layer, the organic resin, and its content are specified, respectively. CONSTITUTION: At least on one side of a ground steel plate is formed an electrolytic chromate treated membrane consisting of a lower layer of a metallic chromium layer of 30-300mg/m<2> per one side and an upper layer of a hydrated chromium oxide layer corresponding to 5-30mg/m<2> metallic chromium per one side. The hydrated chromium oxide layer contains an organic component which contains at least one kind of organic resins of 1000 or more molecular weight having a carboxyl group in a molecule and the average adhesion amount of which is 1-1000mg/m<2> as solid component density. As a result, the deterioration of processing adherence and processing corrosion resistance due to the increase in the degree of processing associated with the thinning of a can body which is promoted in view of resource saving can be controlled. |
