PURPOSE: To obtain a coated or film laminate steel plate having good processing adherence and processing corrosion resistance by a method in which on one side of a ground steel plate, a lower layer has a metallic chromium layer, an upper layer has an electrolytic chromate-treated membrane, and the upper layer of the membrane includes an organic resin layer having a hydroxyl group in a molecule, the application amount of each layer and the organic resin are specified. CONSTITUTION: At least on one side of a ground steel plate is formed an electrolytic chromate treated membrane consisting of a lower layer of a metallic chromium layer of 30-300mg/m<2> per one side and an upper layer of a hydrated chromium oxide layer corresponding to 5-30mg/m<2> metallic chromium per one side. In addition, the upper layer of it has an organic substance layer which contains at least one kind of organic resins of 1000 or more molecular weight having a hydroxyl group in a molecule and the average adhesion amount of which is 1-1000mg/m<2> as solid density. As a result, the deterioration of processing adherence and processing corrosion resistance due to the increase in the degree of processing associated with the thinning of a can body which is promoted in view of resource saving can be controlled. |
