FIELD: transport engineering; reactive-inertia centrifugal rotary-action propelling devices of road, water and air vehicles. SUBSTANCE: device had drive shaft 3 on which hub 4 with working member is mounted for free rotation, for instance wheel 1 with disk 2. Bushing 5 is rigidly fitted on shaft 3. Generatrix of cylindrical surface of bushing is not parallel with axis of rotation of shaft 3, and axis of inner hole of hub 4 fitted on bushing 5 is parallel with bushing generatrix. Bushing 5 and hub 4 are inscribed between planes of conjugating of fixed base 6 and movable base 7 of sectional hub arranged at angle to axis of drive shaft so that axis of inner hole of hub 4 is square to these planes, generatrix of its cylindrical surface is not parallel, and plane of rotation of working member is square to axis of rotation of shaft 3. Movable base 7 is coupled with shaft 3 by rotating engagement and is supported by resilient member 9 for axial displacement on bushing 8 under action of adjusting nut 10 being fixed by locknut 11.
