The device comprises: a frame which is to be carried by a vehicle; a shaft which is supported by the said frame in such a manner that the shaft, during operation, extends substantially horizontally, at a selected operating height above the ground, transversely with respect to the direction of transport, which shaft bears a number of round discs which are arranged at intervals, for example equal distances, the radius of which discs is a selected amount smaller than the said operating height; drive means for driving the shaft in the selected direction of rotation and at a selected rotational speed; and discharge means for removing and discharging soil material which has been picked up from the space between the discs.
