<p>PURPOSE: To provide the method and device for transmitting video signal with which an encoded video stream can be continuously decoded without interruption of images even when the encoded video stream is decoded in arbitrary order. CONSTITUTION: Dummy data D32 are added to encoded video data D31 so that encoded video streams D33 almost fixing a data length within unit time can be formed. Then, the encoded video streams are transmitted at a rate at higher speed than the rate of encoding and these encoded video streams are decoded by a decoding means having a buffer composed of almost three- times capacity of a buffer on the encoding side.</p> |
