FIELD: metering flow rate of liquid media. SUBSTANCE: flowmeter has small-diameter piping holding streamline body and plate electrode mounted beyond streamline body and electrically connected to piping. In addition, it is provided with lock and rod electrode placed on opposite sides of piping; lock comes in contact with damper. Streamline body is made in the form of cylinder segment whose rear surface carries fin with through slot-type channel; clearance between rod and plate electrodes is adjustable between 0.01 and 0.05 of plate electrode length.
