PURPOSE: To decrease the amount of information by outputting index information outputted by a bit allocation pattern retrieval means and plural pieces of encoded sample information generated by an encoded sample information generating means. CONSTITUTION: A bit allocation determination part 4 determines bit allocation for each partial band on the basis of an evaluation function outputted from an evaluation function calculation part 3 and outputs it to a pattern retrieval part 6. The retrieval part 6 outputs information showing the selected bit allocation pattern as bit allocation information to a quantization part 7. The quantization part 7 generates encoded sample data from sample data of respective partial bands, maximum value information, and the bit allocation information and outputs them to a multiplexing part 8. The multiplexing part 8 receives the maximum value information from a maximum value detection part 2 and an index from the retrieval part 6 as the sample data from the quantization part 7 and multiplexes and outputs them. Consequently, the amount of information showing bit allocation for the respective partial bands is decreased. |
