FIELD: radio engineering. SUBSTANCE: device comprises main section 1, reference section 2, measurement section 3 and indication section 4. Section 1 incorporates SHF self-excited generator 5, power amplifier 6, scale-of-two SHF circuit. Reference section 2 is composed of adjustment phase inverter 8, reference resonator 9 and valve 10. Measurement section 3 includes measurement resonator 11 and valve 12. Indication section 4 has phase detector 13 and indicator 14. Resonators 9 and 11 include section 15 of microstrip line, elements 16 of electromagnetic coupling, dielectric substrate 17 with metal coating 18 on reverse side. Resonator 11 is matched with unit 19 for feed and positioning of examined material. Unit 19 has metal base 20 with slit 21 on side of one of its surfaces which is tightly connected to reverse side of substrate 17 of measurement resonator 11 with formation of channel 22 for positioning of examined material. Substrate 17 has section 23 on side of coating 18 free of coating placed beneath section 15 and facing slit 21.
