PROBLEM TO BE SOLVED: To provide an IC card capable of performing a credit transaction even off-line by providing an information area for user confirmation and the information area relating to a transaction limit capable of performing an off-line transaction, etc. SOLUTION: The data memory part of this IC card is provided with a user information area 11, a lock information area 13 and a transaction limit information area 15, etc. The user information area 11 records the information for card user confirmation and the transaction limit information area 15 records the information for the transaction limit set beforehand for respective card users corresponding to the credibility of customers or the like. In the case of using the IC card, transaction restriction information is read first and an off-line transaction is performed only in the case that temporary or permanent lock information for restricting and inhibiting the transaction is not recorded. When the off-line transaction is approved by the transaction restriction information in such a manner, the transaction limit information recorded in the IC card is read and the off-line credit transaction is processed when transaction breakdowns do not exceed the limit. |
