CALL RELIEF PROCESSING SYSTEM

PURPOSE: To attain the timewise distribution of a processing load by allowing an exchange not to send a message to a terminal equipment not sending a message so as to relieve the processing quantity required for call relief generated again from the exchange. CONSTITUTION: An exchange 100 sends a message 114 relating to a layer 2 link setting reply with respect to a message 110 relating to a layer 2 link setting request received from a terminal equipment 101, sends a message to inform a setting end from a layer 2 to a layer 3 and awaits a layer 3 message from the terminal equipment. When the terminal equipment 101 sends a layer 3 state inquiry message 112 after the setting of the layer 2 link, the exchange 100 sends a layer 3 state notice message 115 with respect to the layer 3 state inquiry message 112 received from the terminal equipment 101 to relieve a call from the terminal equipment 101. The exchange 100 decides it that the terminal equipment 102 not receiving the message is a relief disable terminal equipment after expiration of time.
