PURPOSE: To maintain the brightness of a color electroluminescent device by improving the light fastness thereof. CONSTITUTION: One side of a transparent film 7 is provided with a fluorescent color sheet B having a fluorescent ink layer 6 formed out of a fluorescent pigment of the prescribed color, cerium oxide and an ultraviolet absorbent added to a binder. Also, the sheet B is superposed on an EL panel A with the layer 6 kept inside. In this case, the fluorescent pigment between 5 and 50g, the cerium oxide between 0.5 and 20g, and the ultraviolet absorbent between 0.5 and 20g are respectively added to 100g of the binder. Also, the layer 6 is formed to have thickness between 4 and 30μm.
