PURPOSE: To prevent formation of a short-circuiting circuit even if battery vessels contact each other by interposing an insulator between a battery element and an inner wall of a metallic vessel, and electrically insulating the battery vessels from a positive electrode, a negative electrode and electrolyte. CONSTITUTION: Belt-like negative electrode 1 and positive electrode 2 are rolled up in a roll shape by sandwiching a porous polypropylene separator 3 between them, and are formed as a wound body, and a battery element is manufactured. At this time, in a negative electrode lead 5 and a positive electrode lead 7, winding is started by setting both electrodes to project in the same direction from the outside and from a central part of the wound body.
