PROBLEM TO BE SOLVED: To excellently transmit video frames by using a video frame reference number in a returning signal channel for a video server so that a command can be correlated with a proper frame and stopping the display of watchers until a frame corrected in a reusable state is again received at a proper point in a program. SOLUTION: The video server 10 of a head end which gives its services to both an asymmetrical digital subscriber line(ADSL) 12 and the wide-band access module constitution(BAM) of quadrature phase amplitude modulation(QAM) 14 through an asynchronous transfer mode(ATM) cell 16 is provided. In the ADSL 12 and BAM 14, the distribution to each watcher is performed through a telephone line pair 18 for ordinary telephone service. Since a transmission time lag exists between the server 10 and watchers, the up-commands of watchers contain video frame reference numbers. The up-command signals contain video sequences indicating relative time changes, such as the pause, fast forwarding, etc. In addition, the frames of the TV sets of the watchers are stopped until a new sequence.
