PURPOSE: To balance the charge of expenses among service users, a service presenter, and public funds by determining respective ratios for various citizens as service presenters based on stored data of their natures, ages, classes, demands, etc. CONSTITUTION: When a service presenter is sent by the demand from a service user and a desired service is presented, his activity time is inputted from an input device. Next, a CPU 2 accesses a first storage device 4 to retrieve the contents of data registered for the service presenter. A ratio γ1 for calculation of the service user's share in expenses, ratios γ2a to γ2c for calculation of an economical point EP, a deposition point CP, and a social point SP to be given to the service presenter, and a ratio γ3 for calculation of the share in expenses of public business funds are determined based on the retrieval result. They are determined so as to satisfy relational formulas γ1+γ2c+γ3=1 and γ2a+γ2b+γ2c=1 (1>γ1, (R)2a to γ2c, γ3>=0). |
