A first anchoring element (10) has bores (11a,11b) in it for corticalis screws for fixing to the bone, and extends in two projecting sides of a frame (30) joined at their other end (31c). The second anchor element (20) can slide on the frame and also has bores (21a,21b) for fixing screws to secure it to the bone. On the inside of one side of the frame is a toothed section (31a) which engages with a matching toothed drive wheel arrangement (40) within the second anchor element. A shaped location (42) in the drive wheel accepts a key which when turned moves the drive wheel along the toothed section of the frame thus altering the position of the second anchor element. A brake mechanism can be incorporated to lock the anchor element in the desired position.
