PURPOSE: To reduce the development cost and easily follow the innovation of CPUs and peripheral equipments by enabling software to easily be developed in in a short time. CONSTITUTION: Switchboard characteristic control parts 21 and 22 which control extension and trunk line interface cards 11-14, etc., as circuits characteristic of a switchboard and general central control parts 31 and 32 are provided separately, and those switchboard characteristic control parts 21 and 22 and general central control parts 31 and 32 are connected by Ethernet (Registered) EN to send control signals. Then the switchboard characteristic control parts 21 and 22 ate provided with only a function for converting the communication protocols of a control path highway CHW and the Ethernet EN characteristic of the switchboard and the general central control parts 31 and 32 are provided with all control functions regarding switching processing.
