A device (20) for monitoring the presence or absence of active surfactant or other surface active agents (5) in a solution or flowing stream based on the formation of foam or bubbles is presented. The device (20) detects the formation of foam with a light beam (3) or conductivity measurement. The height or density of the foam can be correlated to the concentration of the active surfactant present.
