The air-bag is contained in a housing while in a deflated condition. The housing has an open end for permitting the air-bag to pass outwardly when inflatably deployed to provide cushioning support for an occupant of a vehicle seat. A cover normally closes a panel opening formed in a panel in the vehicle adjacent the open end of the housing for protecting the air-bag. The cover is movable to uncover the opening during deployment of the air-bag. A flexible tether is interconnected between the cover and at least one of the panel and housing for limiting the movement of the cover away from the panel upon inflatable deployment of the air-bag. The cover includes an integral outer and an inner skin folded over along an edge portion. The inner skin has a slot formed to permit passage of the tether into a space formed between the skins. The outer skin of the cover is formed with one or more support members extended toward the inner skin in the space.
