PURPOSE: To enlarge the range for measuring tension of a tape while enhancing the sensitivity of the measurement. CONSTITUTION: A tubular member 3a has a tubular outer circumferential surface for guiding the traveling of a tape 1. A position detecting means 9 detects the position of the tubular member 3a. A drive means 7 drives the tubular member 3a in response to an output signal from the position detecting means 9. A force detecting means 8 detects a force required for driving the drive means 7. Tubular members 3b, 3c arranged substantially in parallel with the tubular member 3a have tubular outer circumferential surfaces for guiding the traveling of the tape 1.
