PURPOSE: To enable parallel processing, and to obtain a prediction block similar to a current block more efficiently than before, and to make this method easy to realize as a device. CONSTITUTION: A movement prediction processor 2-1 reads in the small area of the central part of a forward reference area and the small area of the central part of a backward reference area assigned beforehand, and judges an encoding type. The movement prediciton processor 2-2 reads in the small area of the left side of the forward reference area and the small area of the right side of the backward reference area assigned beforehand, and judges the encoding type. The movement prediction processor 2-3 reads in the small area of the right side of the forward reference area and the-small area of the left side of the backward reference area assigned beforehand, and judges the encoding type. |
