The device has a roll retainer (10) and first and second clamps (16,18) with a cutter (22) arranged between them. The first clamp is movably sprung located and automatically centres to the rolled material. The sprung location is achieved along two non-parallel axes. The first clamp acts on the middle of the roll material and may be a crocodile clamp (26). The second clamp acts on the complete width of the roll material and is a clamp roll pair (44,46). A first sensor (36) activates the first clamp device when the roll material has reached it.
