PURPOSE: To improve the picture quality of restored pictures and encoding efficiency at the time of detecting a feature point from input picture signals, encoding it, obtaining the difference of restoration picture signals reconstituted from encoded feature point signals and source picture signals, dividing the difference picture signals into plural small areas and encoding them for the respective small areas. CONSTITUTION: By calculating the encoding efficiency degree K22 of difference signals K11, an area K12 for suppressing encoding since encoding distortion is easily generated and the area K12 for raising the encoding efficiency by enlarging a conversion size are evaluated. Further, by combining the areas K12 to the larger area K13 corresponding to the evaluation, the number of the areas for dividing the entire screen is reduced. |
