PURPOSE: To attain an excellent sound insulating property by sticking a high- density mass sheet to an elastic plate-like body material having resonance spring elasticity to form a sound absorbing structural body, and sticking the face of the elastic plate-like body material to a surface panel. CONSTITUTION: A high-density mass sheet 3 is stuck to an elastic plate-like body material 2 having resonance spring elasticity such as polyurethane foam to form a sound absorbing structural body 1. The spring constant for a unit area of the elastic plate-like body material 2 is set to the range of 1.0×10<6> -5.0×10<7> N/m. Two surface panels 4, 5 are arranged nearly in parallel, a sound absorbing layer 6 made of air or a porous material is formed between two surface panels 4, 5, and the face of the sound absorbing structural body l on the elastic plate-like body 2 side is stuck to one surface panel 4. The thickness of the whole sound insulating panel is made thin, and the sound insulating characteristic in the low-pitched sound region can be improved.
