a phase detector for comparing output voltage of a phase detecting transformer and a predetermined reference signal to generate a phase order signal by using compared phase voltages and for comparing output currents of converter control hole elements and a predetermined reference value to output phase detecting signals by using compared currents and the compared phase voltages; a random access memory(RAM) for storing data processed in a system; a read only memory(ROM) for storing a system program and a phase order change table; a central processing unit for checking a phase order based upon the phase detecting signals and the output currents of the hole elements through an input/output port and if the phase order is reverse, for changing the reverse order into a forward phase order by using the phase order change table; and a base driver for driving a converter under the control of the central processing unit.
