PURPOSE:To improve the anonymity of a speaker by discriminating whether or not a received identification code is stored in a talker storage means and decoding an image signal when the registration of the identification code is discriminated. CONSTITUTION:A symbol processing section 102 separates an concerned talker signal received by a signal input section 101 into a concerned talker code string independently of the talker and a characteristic of the concerned talker depending on the talker and separates an image signal into a code string representing a motion or an expression of the talker and CG data representing a look of the talker. A speaker information management section 106 manages talker information comprising the talker ID and the characteristic of the speaker according to a control signal by an operation entry section 105 and manages a talker DB section 107 storing speaker information sets as a database. Thus, the on-line mode starting communication after the reception of opposite party information when an opposite party is unknown, the bootless mode making communication with standard talker information and the off-line boot mode making communication by using a characteristic of an image of the speaker of the opposite party to be registered are conducted.
