<p>PURPOSE:To reduce the code volume after encoding by concentrating the distribution of amplitude values of change points. CONSTITUTION:A multiplexer 20 divides change points into two groups dependently of whether each change point is in the right or the left in the progressing direction of feature points encoded to a chain code or not. Quantization coefficient values for first and second change point groups are read out from a coefficient frame buffer 13, and a smoothing filter is applied to read-out quantization coefficient values S26 and S27 of change points. That is, the smoothing filter is applied to two groups, into which change points are divided with the chain of feature points as the center, to effectively reduce the variance in amplitude values of change points which is based on the positional deviation of feature points or the noise included in an input picture signal S1. Amplitude values obtained in this manner are subjected to encoding processing, thereby reducing the code volume.</p> |
