The apparatus and method is for increasing the resolution of a PIP frame of an HDTV. The apparatus includes a memory(34) for storing PIP signal, a vertical signal compressor(33) for storing scan lines of PIP signals by two line units in a specific way, a controller(36) for applying write clock signal and read clock signal to a memory, and a synthesizer(37) for generating PIP signal by using data read from the memory(34).
