The method and apparatus is prepared for forming the rotary shaft hole, through which a bearing or bushing is inserted, by use of a cold rolling method. The hole forming apparatus comprises a bed(2), supported by bearings(8,8'), for horizontally moving a workpiece; the other bed(3) having a workpiece loading chamber(31) for rotating the workpiece; another bed(4) elevating a workpiece holder(5) installed in a piston rod(91) of a cylinder(9); the workpiece holder(5) supported by the bearing(8); a tool elevation means(1) installed over the horizontal moving bed(2).
