Opening and closing device for tube file binder

The opening and closing device has a base (4) and a pair of cover plates (14,14') pivoted to opposite longitudinal sides of the base so that they can be opened and closed. The cover plates have an aperture sector (15). There is an elastic element (9) between the cover plates on the base. There are two levers (10) in the central sector from the outside of the cover elements, fitting in the aperture sectors. By pressing the levers, part of the outside sector of the elastic element is released from part of an outside sector of the base. The cover plates can be opened and detached.
