PURPOSE:To provide a developing device capable of preventing the sticking of developer to a developer holding means for feeding the developer to a developed section via rotation and a developer thin layer forming means for forming the thin layer of developer on the surface of the developer holding means and conducting a stable developing action and to provide an image forming device having the developing device and capable of forming a good image. CONSTITUTION:This developing device is provided with a layer regulating member 34 having a layer forming section 48 (first contact section) forming the thin layer of a toner T fed to a developed section 30 on the surface of a developing roller 32 when brought into contact with the surface of the developing roller 32 and a layer removing section 50 (second contact section) removing the toner T on the developing roller 32 when brought into contact with the developing roller 32. The layer removing section 50 is brought into contact with the developing roller 32 via a switching mechanism 56 during the nondevelopmental action, the contact friction of the toner T more than necessary via the conveyance toward the developed section 30 is prevented during the nondevelopmental action, and the excessive stress of the toner T is mitigated.
