The electric machine includes the stator which comprises two single coils (13,13') and a set of C-shaped magnetic circuits (C1,C2,C'1) defining its poles (B1,B1',B2,B2'). The stator coils are toroidal and symmetric relative to the disc-shaped piece. In the space between the circuits lie azimuthal permanent magnets. The rotor (19) has a disc-shaped piece (14) made in non-magnetic material of which each lateral surface carries a rotating crown (12,12') in magnetic material providing rotating poles. The crowns are shifted one relative to the other so that when the poles of one crown are in conjunction with the corresponding stator poles, the poles of the other crown correspond to the spacing between the poles on the other stator. The crown has alternate exterior and interior poles such that they can lie opposite exterior and interior poles on the stator.
