PURPOSE: To assure safety by designing a knee blocker and air bag assembly contained in a forwardly rotatable container to be located in an opening of a lower portion of a vehicle instrument panel, and restraining an occupant by means of an air bag and a knee blocker which are deployed upon detection of a crash. CONSTITUTION: A knee blocker and air bag assembly 10 is mounted in an opening of a lower portion 14 of a vehicle instrument panel and includes a container 20, and a knee blocker cushion 36 is secured to a side wall 24 adjacent to an occupant. An air bag module 40 comprising an air bag 42 and an inflator assembly 44 is located in the cavity 32 of the container 20. When a crash sensor 64 detects a crash condition, a controller 66 controls an actuation circuit 62 so that an inflation fluid generated by the inflator 44 inflates the air bag 42. Simultaneously, an actuator 110 is driven to rotate the container 20 forward via scissors arms to deploy the inflated air bag 42 to a restraint position.
