PURPOSE:To prevent the blockage of gas passages in a catalyst layer caused by an electrolyte by coating part of the surface of carbon of carbon powder on which a noble metal catalyst is carried for forming the catalyst layer with a fluorine film. CONSTITUTION:Carbon powder 1 on which a noble metal catalyst 2 is carried is heated in an atmospheric furnace. The inside of the furnace is set in an inert atmosphere of an inert gas such as nitrogen to prevent the carbon powder from oxidation and combustion, then converted into the atmosphere of reduction such as hydrogen to remove impurities on the surface of the carbon powder. The atmospheric furnace is kept at a specified temperature and fluorine gas is directly introduced into the furnace. The carbon powder is heated again to a specified temperature to coat part of the surface of the carbon with a fluorine film. Blockage of gas diffusion passages 4 by an electrolyte 5 is prevented. |
