The scheme starts up and restarts the full electronics exchanger so that the efficient broadcasting loading is initialized according to the system characteristics. The method comprises: the first step(200,204) of converting the point to point loading into the broadcasting scheme; the second step (300,301,311) of performing the broadcasting load; the third step of converting the broadcasting scheme into the point to pint scheme.
