CONSTITUTION:Division code data blocks Code Blocks 1-1, 1-2,... are generated by dividing code data obtained by coding picture data of a picture of a predetermined size at a size set based on a criterion and sets of control information Code Sizes 1-1, 1-2,... representing sizes of the code data blocks are arranged to a front part or a rear part of the code data for each division code block as one of control information sets in the coding processing of the picture data.
