PURPOSE:To transmit natural movement by removing a high frequency component in the spatial frequency area of a moving image, and deteriorating resolution when band width is insufficient at the time of operating animation communication by using a network in which the usable band width is dynamically changed. CONSTITUTION:For example, a transmitting part 201 of a real time communication equipment is equipped with a spatial frequency dynamic variable control part 24. A network monitor part 32 detects the congested state of the traffic of a network 204, a transmission upper limit frequency control part 31 judges the upper limit level of the high frequency component to be transmitted, and a transmission frequency component selecting part 30 sets data except data in the frequency range to be transmitted as 0, that is, recognizes that the data are absent based on the judged result, and a processing after quantization is operated. Thus, the sharp adjustment of data mounts can be directly attained, and while a part from which the high frequency component is deleted is turned to a pale picture due to the substantial deterioration of the resolution, the correct movement without any comma drop can be transmitted. |
