PURPOSE: To provide a method and device for encoding which use the energy characteristic of a DCT area for determination of a quantization level. CONSTITUTION: An area discrimination part 41 divides the DCT area into four auxiliary frequency areas and indicates energy characteristic information of each macro block by one of four areas, namely, a simple area, a complicated area, an edge area, and a common area. A buffer 31 outputs a variable quantization level SQUANT in according to the degree of buffer fullness in the unit of slices. A quantization level determination part 42 determines a quantization level MQUANT to be supplied to quantization parts 12 and 22 by energy characteristic information and the level SQUANT. Quantization parts 12 and 22 quantize conversion coefficient data by the level MQUANT generated in the unit of macro blocks. Thus, video data is encoded, so that less quantization error is sensed visually. |
