The system, designed to heat or cool buildings, consists of at least one active element (1) with directional effect, made in the form of an elongated sheet metal structure traversed lengthwise by a heating or cooling fluid (2) in a tube and equipped with lateral fins (4'4'). The active elements are situated inside a chamber (5) which is basically impermeable to gas, especially and water vapour. The side of the chamber facing towards the volume (6) to be heated or cooled by a thin layer of a material (7) which is at least partially diathermic and is able to transmit a thermal flow. The opposite side of the chamber (50 is bounded by a layer (8) of thermal insulation material. A central tubular section formed by the active element(s) surrounds a tube of a synthetic material in which the heating or cooling fluid circulates. The active elements are in constant contact with the tube, which is connected to a heating/cooling fluid source, especially through distribution manifolds, and the surfaces of the active elements facing towards the diathermic layer (7) are coated with a material (10) which has a high emission capacity in the infrared range, e.g. quartz grains, a high-temperature paint, a metal coating or a combination of these.
